Neral Development Plan:
The Maharashtra government, under the leadership of Deputy Chief Minister Devendra Fadnavis, is set to transform the Neral-Karjat region near Mumbai into a thriving hub for infrastructure and knowledge-based industries. This initiative is part of a comprehensive strategy to develop Panvel, the Navi Mumbai Airport Influence Notified Area (NAINA) project, and the broader Neral-Mamdapur and Neral-Karjat development plans, envisioning it as Mumbai 3.0.
Government’s Commitment:
Fadnavis emphasized the government’s dedication to improving the region’s infrastructure and promoting the growth of knowledge-based industries and research centres. The objective is to finish many of these infrastructure projects by 2023, with a focus on creating a more liveable and affordable environment for residents in line with the Neral future development plan.
Historical Perspective:
In the early 1970s, the state government launched the development of Navi Mumbai to tackle the challenges of increasing migration and pressure on infrastructure in Mumbai. The City and Industrial Development Corporation (CIDCO) was established to oversee this satellite city’s planning and development.
Current Strategy:
Today, with urbanization on the rise, the government is re-evaluating its approach to creating affordable and liveable zones with enhanced infrastructure and connectivity. Ongoing projects, such as the Trans-Harbour Link, metro network expansion, and Navi Mumbai Airport development, are aimed at offering seamless connectivity for the Mumbai Metropolitan Region (MMR) residents, as outlined in the Neral development plan.
Gautam Thacker, Chairman of NAREDCO Neral-Karjat, stressed the significance of not only providing affordable housing but also ensuring adequate infrastructure to facilitate easy commuting to places of employment, a crucial aspect of the Neral development plan.
Proposed Developments:
The government has received proposals to upgrade the Panvel-Bhimashankar highway into a multimodal corridor, and plans are underway to expand the Kalyan Badlapur railway network to Karjat station for additional local services.
MMRDA’s Insight:
S V R Srinivas, Additional Chief Secretary & Metropolitan Commissioner of Mumbai Metropolitan Region Development Authority (MMRDA), emphasized that the completion of major projects such as the Mumbai-Trans Harbour Link and Metro projects will release land for further development.
The Mumbai Metropolitan Region (MMR) has been facing a significant demand-supply gap in affordable housing. According to data from Knight Frank India, 67% of the demand is focused on units priced below Rs 25 lakhs. The region, covering 4,355 sq. km, includes eight municipal corporations and nine municipal councils, as well as over 1,000 villages in Thane and Raigad Districts.

As Mumbai, the fourth most populous city globally, continues to expand, the government’s strategic initiatives in the Neral-Karjat region aim to meet the rising demand for affordable housing while also enhancing overall infrastructure and connectivity in the Mumbai Metropolitan Region.
